INCI stands for International Nomenclature of Cosmetic Ingredients. It's the standardised system used worldwide for naming cosmetic ingredients.
These make up 80–90% of the product. If water (AQUA) is first, the product is water-based. If the first ingredient is an oil, it's an anhydrous or emulsion product.
This is the point where ingredients drop below 1% concentration. Clues to finding the 1% line:
Anything listed AFTER these markers is present at less than 1%.
Look for the ingredients that make the product "work":
If a star active is listed after the 1% line, it's present at less than 1% — which may be too low to be effective (depends on the ingredient).

Not all alcohols are bad!
Means no added synthetic fragrance. May still contain essential oils or botanical extracts that have a scent. Check for "PARFUM" or "FRAGRANCE" on the INCI list.
Usually means no mineral oil or heavy plant oils. May still contain silicones (DIMETHICONE), fatty alcohols, or ester oils.
Not a regulated term. Check the INCI for known comedogenic ingredients: COCOA BUTTER, COCONUT OIL, ALGAE EXTRACT, WHEAT GERM OIL.
No legal definition. Check the INCI list for the actual formulation quality. Many "clean" products contain plant extracts that can irritate sensitive skin.
Means at least one dermatologist tested it. Doesn't mean they endorsed it, or that it was tested for efficacy.
Also not regulated. True hypoallergenic products should be fragrance-free, essential-oil-free, and minimal in potential allergens.
